ECDIS carriage requirements

The draft amendment to SOLAS regulation V/19 would require ships engaged on international voyages to be fitted with ECDIS according to the following timetable (the dates in square brackets were agreed in principle by the Sub-Committee):

passenger ships of 500 gross tonnage and upwards constructed on or after a proposed date of [1 July 2012];
tankers of 3,000 gross tonnage and upwards constructed on or after a proposed date of [1 July 2012];
cargo ships, other than tankers, of 10,000 gross tonnage and upwards constructed on or after a proposed date of [1 July 2013];
cargo ships, other than tankers, of 3,000 gross tonnage and upwards but less than 10,000 gross tonnage constructed on or after a proposed date of [1 July 2014];
passenger ships of 500 gross tonnage and upwards constructed before [1 July 2012], not later than the first survey on or after a proposed date of [1 July 2014];
tankers of 3,000 gross tonnage and upwards constructed before [1 July 2012], not later than the first survey on or after a proposed date of [1 July 2015];
cargo ships, other than tankers, of 50,000 gross tonnage and upwards constructed before [1 July 2013], not later than the first survey on or after a proposed date of [1 July 2016];
cargo ships, other than tankers, of 20,000 gross tonnage and upwards but less than 50,000 gross tonnage constructed before [1 July 2013], not later than the first survey on or after a proposed date of [1 July 2017];
cargo ships, other than tankers, of 10,000 gross tonnage and upwards but less than 20,000 gross tonnage constructed before [1 July 2013], not later than the first survey on or after a proposed date of [1 July 2018].

Administrations may exempt ships from the application of the requirements when such ships will be taken permanently out of service within two years after the implementation date specified.

The Sub-Committee also agreed on an amendment of existing regulation V/19.2.1.4 to reflect that ECDIS is an acceptable alternative to nautical charts and nautical publications, yet retaining the proviso that in a number of cases (for example ships not on international voyages, ships exempt from the carriage requirements because they were to be taken out of service permanently and cargo ships on international voyages but below the agreed tonnage limit), it could be appropriate to use only nautical charts and nautical publications.

To assist shipowners and operators in the implementation of the new requirement, the Sub-Committee agreed a draft SN/Circular on Transitioning from paper chart to electronic chart display and information systems (ECDIS) navigation.

The Sub-Committee also noted progress made in the availability of electronic navigational charts, a prerequisite for introducing mandatory ECDIS carriage requirements.

Bridge navigational watch alarm system regulation

The draft amendment to SOLAS regulation V/19 will require carriage of a BNWAS, complying with IMO performance standards, on ships of 150 gross tonnage and upwards and passenger ships irrespective of size, with a phased carriage requirement for existing ships, as follows (the dates in square brackets were agreed in principle by the Sub-Committee):

ships of 150 gross tonnage and upwards and passenger ships irrespective of size constructed on or after [1 July 2011];
passenger ships irrespective of size constructed before [1 July 2011], not later than the first survey after [1 July 2012];
ships of 3,000 gross tonnage and upwards constructed before [1 July 2011], not later than the first survey after [1 July 2012];
ships, of 500 gross tonnage and upwards but less than 3,000 gross tonnage, constructed before [1 July 2011], not later than the first survey after [1 July 2013];
ships, of 150 gross tonnage and upwards but less than 500 gross tonnage constructed before [1 July 2011], not later than the first survey after [1 July 2014].

The bridge navigational watch alarm system is required to be in operation whenever the ship is underway at sea.

LONG RANGE IDENTIFICATION AND TRACKING OF SHIPS

All ships engaged on international voyage: passenger ships and cargo ships of 300 gross tonnage and above, and Mobile Offshore Drilling Units (MODUs). must be fully compliant with the LRIT regulation that has been inserted in SOLAS V/19-1 by the 1st Radio Survey after 31 December 2008. There is an exemption for ships operating exclusively in sea area A1 from the requirement to transmit LRIT information, since such ships are already fitted with the Automatic Identification System (AIS).

LONG RANGE IDENTIFICATION AND TRACKING OF SHIPS

A new SOLAS regulation on long-range identification and tracking of ships enters into force on 1 January 2008, giving SOLAS Contracting Governments a year to set up and test the LRIT system and ship operators a year to start fitting the necessary equipment or upgrading so that their ships can transmit LRIT information.

This is among a series of amendments to IMO instruments entering into force on the same day, covering training requirements for ship security officers, launching/recovery of fast rescue boats and including an amendment to the International Maritime Dangerous Goods (IMDG) Code.

May 2006 amendments to SOLAS - LRIT
The regulation in SOLAS chapter V Safety of Navigation, introduces LRIT as a mandatory requirement for the following ships on international voyages: passenger ships, including high-speed craft; cargo ships, including high-speed craft, of 300 gross tonnage and upward; and mobile offshore drilling units.

Ships constructed on or after 31 December 2008 must be fitted with a system to transmit automatically the identity of the ship, the position of the ship (latitude and longitude) and the date and time of the position provided.

Ships constructed before 31 December 2008 and certified for operations in sea areas A1 and A2, or A1, A2 and A3, must be fitted with the equipment not later than the first survey of the radio installation after 31 December 2008.

Ships constructed before 31 December 2008 certified for operations in sea areas Al, A2, A3 and A4, must comply not later than the first survey of the radio installation after 1 July 2009 (but must comply earlier, as above, if they operate within sea areas A2 and A3).

Ships operating exclusively in sea area A1 and fitted with an automatic identification system (AIS) are exempted from the requirement to transmit LRIT information.

The LRIT system is intended to be operational with respect to the transmission of LRIT information by ships from 30 December 2008.

ރިޕެއަރ ޔާޑެއްގައި މަރާމާތު ކުރަމުންދިޔަ ޖެނެރަލް ކާގޯ ބޯޓެއްގެ ފަލްކާތެރޭގައި އެއްގަމުން މަސައްކަތް ކުރަން އައިސް އުޅުނު މީހަކު ގޭސް ކަޓަރު ބޭނުންކޮށްގެން އުޅަނދުގެ އަޕަރ ޓުވީންޑެކުގެ ޑެކް ޕުލޭޓިންގ ކަފަމުން ގެންދިޔައެވެ. މިފަލްކާއަށް އަރާ ފޭބެން ހުންނަނީ ހަމައެކަނި އެންމެ ތަނަކުންނެވެ. އެއީ ސިދާ ތިރިން މައްޗަށްވާގޮތަށް ހަރުކޮށްފައި ހުންނަ ހަރުގަޑަކުންނެވެ. ހަމަ މިފަލްކާ ތެރޭގައި އަދި އިތުރު 8 މީހަކު އެކިއެކި މަސައްކަތް ތަކުގައި ސާމިލުވެގެން ތިއްބެވެ. ޓޭންކްޓޮޕާއި ފަލްކާގެ އަރިމަތީގައި ހުރި ލަކުޑިއާއި އަދި ކުނިބުނީގެ އިތުރުން އަލިފާން ހިފާ ޒާތުގެ އެތިއެތިކޮޅުވެސް މިތަންތާނގާ ހުއްޓެވެ. އެއީ މައިގަނޑު ގޮތެއްގައި ޓުވީންޑެކާއި ފަލްކާގެ އަޑީގައިހުރި ނައްޓާލެވިފައިވާ އިންސުލޭސަން ފޯމުގެ ތަކެއްޗެވެ.

ލަފާކުރެވޭގޮތުން ތިރިއަށް ވެއްޓޭ އަލިފާންކަނި ނުވަތަ އެއްލާލެވޭ ސިގިރެޓް ފިލްޓަރުގެ ސަބަބުން ޓުވީން ޑެކުގައި ހުރި ތަކެތީގައި އަލިފާން ހިފައިގެން އެއްވެސް މީހަކަށް ނުފެނި ފުދޭވަރަކަށް ގިނައިރުވެގެން ދިޔައީއެވެ. އަޕަރ ޓުވީންޑެކުން އެއްވެސް ދަތިކަމެއްނެތި ތާޒާވައި ދައުރުކުރަމުން ދިޔުމާއިއެކު ދުމާއި ހޫނު ގޭސް އެސެސް ޓުރަންކުން އަރަންފެށިއެވެ.

މިހާތަނަށް ކަންތައްތައް ދިޔައިރު އަޑީފަލްކާގައި ރޯވެފައިވާ އަލިފާންގަނޑު މަސައްކަތްކުރާ މީހުނަށް ފެނިއްޖެއެވެ. އޭރު އަލިފާންގަނޑު ވަނީ މެދުތެރޭ ޓުވީން ޑެކާއި ހަމައަށް ފެތުރި އަރާފޭބެން ހުންނަ ސިޑިގޮޅި އާއިހަމައަށް ހުޅުގަނޑު ފެތުރިފައެވެ. މަތީގައިހުރި ގޭސްކަޓަރު އޮޕަރޭޓްކުރާ މީހާއަށް މިތަންފެނިގެން ދުއްވައިގަތީ އެލާމް އެޅުމަށެވެ.

ފަލްކާގެ އެންމެ އަޑީގައިތިބި މަސައްކަތު މީހުންގެ ތެރެއިން 3 މީހުން ވަރަށް ހިއްވަރުކޮށްގެން ސިޑިގޮޅީގައި ރޯވެފައިވާ އަލިފާން ގަނޑުގެ ތެރޭންލާފައި މައްޗައް އެރުނުނަމަވެސް އެމީހުންވަނީ ވަރަށް ބޮޑަށްފިހި އަނިޔާތައް ލިބިފައެވެ. ދުމުން ފުރިގެން އޮކްސިޖަން މަދުވަމުން ދިޔަ ފަލްކާގެ އެންމެ އަޑީގައި އިތުރު 5 މީހުން ތާށިވެފާ ތިއްބެވެ.

އެއްގަމުގެ ފަޔަރބުރިގޭޑް މީހުންއައުމަށްފަހު އަލިފާން ނިއްވުމުގެ ހަރަކާތްތަކާ ހަވާލުވެއްޖެއެވެ. އުޅަނދުގެ ކުރޫން ޙާސިރުކޮށް ހެޑްކައުންޓް ހެދިއިރުު ހުރިހާ ކުރޫންވެސް ހަމައަށް ތިއްބެވެ. އެހެންނަމަވެސް ފަލްކާތެރޭގައި މަސައްކަތް ކުރަންތިބި އެއްގަމުން އައި މީހުންގެ މައުލޫމާތާ ދޭތެރޭ ޝައްކު އުފެދުނެވެ. ފަޔަރބުރިގޭޑް މީހުން ޑެކުމަތިންނާއި އުޅަނދުގެ އަރިމަތިން ބައިވަރު ލޯވަޅުތަކެއް އަޅައިގެން ފަޔަރހޯސް ބޭނުންކޮށްގެން ފެންޖަހާ އަލިފާންގަނޑު ނިއްވާލިއެވެ. އަދި ފެންއެޅި ދުމުން ފުރިފައިވާ ފަލްކާގެ އެންމެ އަޑިއަށް ސާޗުކުރާ މީހުންފައިބައިގެން މަރުވެފައިވާ 2 މީހުންގެ ހަށިގަނޑު ނެގިއެވެ. އަދި އިތުރު 3 މީހުންގެ ފުރާނަ ވަނީ ސަލާމަތްކުރެވި ހޮސްޕިޓަލަށް ގެންދެވިފައެވެ.

ހާދިސާ މެދުވެރިވާން ދިމާވުމުގައި ފަރުވާކުޑަ ކުރެވިފައިވާ ކަމަށް ބެލެވޭ މުހިއްމު ކަންތައްތައް:

1.އަލިފާން ގެންގުޅެފައިވަނީ އެއްވެސް ކަހަލަ ރިސްކު އެސެސްމަންޓެއް ހެދުމަކާ ނުލައި ނުވަތަ ހޮޓްވާކް ޕާމިޓް ނެތިއެވެ.

2.ހައުސް ކީޕިންގެ ފެންވަރު ދައްވުމުގެ ސަބަބުން އަލިފާން ހިފާ ބާވަތުގެ ކުނިބުނިވަނީ ފަލްކާތެރޭގައި ގިނަވެފައެވެ.

3.އެއްގަމުން އައިސްތިބި މަސައްކަތްކުރާ ގިނަމީހުންނަކީ ދުންފަތުގެ އިސްތިއުމާލުކުރާ މީހުންނެވެ. އަދި މަސައްކަތްކުރާ ސަރަހައްދަށް ސިގިރޭޓްބުރި އެއްލާލުން ވަނީ މިމީހުންގެ އާދަ އަކަށްވެފައެވެ.

4.ފަލްކާ އަށް އަރާފޭބެން ހުރީ އެންމެ ސިޑިއެކެވެ.

5.ޑެކްމަތީގައި ފޯރިމަރާނޭ މީހަކު ނެތިފައި ހަމަ އެހެންމެ އަލިފާނުގެ ހާދިސާތަކަށް ފާރަލާނޭ މީހަކުވެސް ނެތްކަން ފާހަގަ ކުރެވެއެވެ.

6.ބޭރުން މަސައްކަތްކުރަން އަންނަ މީހުންގެ މައުލޫމާތުތަށް ރިޕެއަރ ޔާޑަށް ފުރިހަމައަށް ބެލިފައި ނުވާކަން ފާހަގަ ކުރެވިފައިވެއެވެ.
